I have a lot of friends that live outside of the city that have reported to me that a lot of crime that goes on in this city is by out of towners thrill seekers and that there would not be a large drug problem if this was eradicated . Plus I was told that crime is being under reported in outlying communities.
On many occasions while in the company of people that don't live here I have witnessed lewd & scandalous behavior and throwing trash out of their vehicles. Upon returning to their neck of the woods that behavior was not a exhibited and to test my theroy I tried to do the same and was quickly admonished.
The outlying Communities are being painted with the same brush as Gary so cutting off your nose to spite your face won't help.

According to this article if true then certain criminals are disabled and the system is not factoring this in.
