Now this is a property rehabbed by Mayor Thomas McDermott Jr.

Mayor Thomas McDermott Jr proudly confirms the rehab, announcing in a 32 sq feet sign, right smack in front of the outstanding looking property. Clean, neat, nice lines, appealing, it appears Tom's 4 x 8 sign clearly announces family ready. By the way the missing College Bound Sign, if present just might help the marketing.

And OH MY GOD, is that Hammond's City Council Person Dan Spitale Broker's Sign on this property, marketing it to the general public? Now I don't know Mr. Spitale, other than his service on the Hammond City Council, but I am sure he is a competent, skilled real estate broker. If anyone knows Hammond, it would certainly be a council person who sells real estate.

Listing a property like the one depicted above, some might say is a conflict of interest, others might say it is a service to the community, even if Spitale makes a buck on it. I believe it is outstanding that Mr. Spitale found time in his many Councilman duties to market Hammond properties. [size=150] And I really, sincerely, have no problem with Mr. Spitale making a buck on selling the property. I thank you Mr. Spitale. Who else would be able to market a Hammond property as well as a Hammond resident, a Hammond Councilperson and a Hammond Real Estate Broker?

But, one question? Well, if Mr. Spitale has listed the above property, confirmed family occupancy ready by Mayor Thomas McDermott Jr's 4 x 8 sign, why hasn't Mr. Spitale listed the properties below? They were rehabbed by Mayor McDermott's people, right? The rehab is confirmed by Mayor Thomas McDermott Jr's 4 x 8 sign, right? Well, Maybe Mr. Spitale had listed these properties? Maybe someone took his sign off the property? Or if not, Maybe Tom might ask Mr. Spitale to list them.
Were they not listed by Mr. Spitale because of their location? Or was it that they were never really rehabbed, read for family occupancy, part taking of that College Bound money for a family? Or maybe someone really never intended to sell these properties?
Now it really isn't fair to put Mr. Spitale in the middle of this question, but personally, I sorta wonder why one property is good enough to list and the other two, well ....
They are in Hammond. They were rehabbed by the Redevelopment Commission, never listed? Maybe they were never listed because they never met HUD minimal occupancy standards. Realistically, do you think a real estate company would want their signs attached to these photo's?
Hammond's Redevelopment Commission purchased this on 07/08/2011 for $24,000. Someone walked away with a few dollars.

Possible violation of the Hatch Act. That is what got Carlotta in trouble.
Another idiotic claim from one of Hammond's most infamous low information voters.Once again, Mary Ellen is pretending to be an attorney on the message boards. Carlotta was fired because of poor job performance. IMO,suing the city is not a good use of her time. She has the talents to earn a good living and contribute to the community. The only thing that is being "Hatched" here are JCMT's lame allegations that have no basis in fact. All of the contracts that are awarded to create safe, affordable housing in Hammond are granted through a competitive bidding process. Board meeting are open to the public. The biggest reason JCMT doesn't post the addresses of all of these pictures is because it becomes very easy to prove he is lying.

Carlotta was in possible violation of the Hatch Act. Go read it.

Maybe this is why Hammond, under Thomas McDermot Jr's leadership built 3 $1.3 million baseball fields; 2 $1.5million bicycle paths; $3,000,000 in legal clinics some say employing Tom's friends and family, $300,000 to a local non for profit so a McDermott could get a job @ $75,000 a year, $5,000,000 on College Bound Program with than 75 graduates.

Hammond is broke, financially exhausted?

With a Baa credit rating, $170,000,000 in debt is not comprehensible when Hammond has had $39,000,000 in casino money coming into the city this year, other years that revenue has been $45,000,000.

Over the last 11 years casino revenue at least $385,000,000.

Tom ended all programs helping low income residents repair their homes.

Sweet!

Now how could Tom's people miss this two for? Just love the new art form appearing on garages all over Hammond.

Mayor Thomas McDermott Jr spent over $800,000 in a pre election year attempt to curb crime. Seems like it ain't working.
What ever happened to the 20 cops Mayor McDermott said he was going to hire? With the number of officers retiring, it is a net loss.

More lip service.

Image

Now at one time Hammond had programs to assist homeowners in their upkeep. Apparently those programs wouldn't enrich his campaign fund, nor help his friends and family, so McDermott did away with them.

Image

Speaks for itself.

This has been years in it's current state. You have got to ask the question, friends of Tom?

Been following this property now or some time.

A picture provided by code enforcement regarding a problem they found in an inspection.

Absent obviously is the address, most likely a residence, single family, a elderly home owner who didn't have money to rehab their house. See, Mayor Tom McDermott did away with low income rehab money, he had to reward a contractors who contributed to his campaign.

Image
A sign proudly displaying the work of non other than Tom McDermott Jr and his crew! Tom was so proud of this HUD rehab program, well, he had to put his 4 x 8 sign out front, announcing the property has been rehabbed.

Someone in Building and/or Code enforcement signed off on this gem. I wonder whom.

Well, the picture above and the following two pictures are from the same building.... drive by 537 Hoffman. BTW, I just love the security sign out front. I wonder if some one is getting a preferred contract to indicate they are providing protection for a building that doesn't have electricity on? Now how does that happen? That's another story.

Now lets talk about Lake Station for a second.

Quote:
http://nwigazette.com/2013/11/16/sources-say-ls-mayor-wife-targets-of-fbi-probe/

On Friday FBI agents walked into the offices of Lake Station, Indiana at 1969 Central Avenue and ordered all employees to step away from their computers according to sources close to the investigation. Although the Gazette has confirmed no computers were seized, the FBI reportedly got all the information it needed by using high tech equipment to download from the City servers. This represents a significant step in an ongoing investigation. You will recall that the indictment and arrest of George VanTil, the most recent indicted politician in Lake County, was preceded by a similar public FBI raid. Not only is judicial review in the form of a warrant required before FBI agents can take such action, the US Department of Justice has strict guidelines dealing with public corruption cases.

Sources say that the crux of the investigation centers around two incidents. The first relates to using campaign funds for personal use. Sources tell me this aspect of the case is unclear. Several point to various expenses which appear to be personal but there is none that stands out when viewing reports of similar local politicians.

The second investigation is related to an “add-on” charge by a street contractor. According to a source close to the investigation, the Mayor suggested he would get an additional charge approved on a construction project that was in progress. In exchange, the contractor would pay the Mayor’s wife a sum of money. Such charges are often scrutinized by the State Board of Accounts as well as Federal Prosecutors because they can be used to award bids to friendly contractors. In many cases, the bid comes in low and the contractor then submits additional charges which are approved by the municipality. Other contractors have no opportunity to compete because they are not assured of having additional charges approved later. In this case, however, sources say the contract was awarded prior to the time of Soderquist’s election.

Soderquist is also on the governing board of the Lake County Democratic Organization. If indicted, Soderquist would be the second current sitting member who is under federal indictment.

Now read the HUD Inspector General Report for Hammond. HUD disbared Hammond from participation in their program.

Hasn't some of the same thins happened in Hammond? A contractor bids a low bid, submits additional charges, which are approved by the municipality. Other contractors have no opportunity to compete.. they are not sure of having additional charges increased later.

The difference, in Lake Station, the bids were granted by the previous administration. Not in Hammond, Tom's been king for 11 years now. Tom's ReDevelopment Commission was actually sited for doing the same thing. The abuse was so blatant, it cost Hammond HUD Funds! Read the HUD INSPECTOR GENERAL REPORT: http://www.hudoig.gov/Audit_Reports/2012-CH-1009.pdf No wonder Tom's been working at leaving Hammond.

As I live under the hohman ave bridge, a friend drove by and we went to lunch today. the friend is an electrical contractor who does business through out NWI.

they couldn't stop laughing at how some electrical inspectors in a certain community are so full of themselves... well they went on to say the above picture, well, it is meaning less, energized, non energized, cable tv line, no pigtail length for the fixture, obvious low voltage wire....meaning less.

then on to the good stuff. they said they stopped bidding in hammond on public jobs, why? well, as the story went, just because of the low ball bidding, and contract padding that occurs after bid award, for favored contractors.

btw, they were the ones who brought the HUD Inspector General report to my attention. they said what the Feds are investigating in Lake Station has been occurring in hammond for years.

they refuse to pay to play. 52576

Now these photo appears on Hammond Inspection Service fb page.

Now how long do you think both building have been like this? Years and Years and they finally find them? Dear god! Well on the positive side, after ten years of Tom being Mayor, it appears someone is doing something about these properties.... o

Maybe inspection services might have more time if they stopped being used by McDermott, a tool for harassing individuals who speak up against McDermott or run for office.

Some of the other pictures depicted on the fb page, are of inside the properties, very, very few are of the outside of these properties. My bet, they would look like the above picture, oh so easy to identify.

Now with out an address was this property recently sold from a McDermott supporter to another individual? :smt002

Interesting Story, appears to be a common theme in mortgage fraud, unscrupulous contractors, someone having to sign off on the work.

A missing element? Didn't someone in the municipality in which these properties were located have to sign off on them?

Do you think this has happened in hammond? :smt004

A Post Tribune Article:

Gary businessman gets 21 months in prison for mortgage fraud
HAMMOND — A Gary businessman will serve 21 months in prison for his part in a mortgage-fraud scheme that federal prosecutors say defrauded banks out of $600,000 and hurt the values of nearby homes.

U.S. District Judge Joseph Van Bokkelen also ordered Jeffrey Youngheim, one of the owners of Property Liquidators, to pay a $200,000 fine.

“Economic crimes should have economic consequences,” Van Bokkelen said in handing down the sentence Wednesday afternoon in U.S. District Court in Hammond.

Youngheim pleaded guilty in June 2012 to one count of wire fraud in connection with scheme that involved his co-owner, Richard Loveless, and six other defendants. The scheme revolved around fraudulently inflating the selling prices of 25 homes by tens of thousands of dollars. The defendants did this by having cooperating construction companies file liens against the houses claiming that the companies had renovated the homes.

Co-defendants have testified, however, that more than 90 percent of the claimed repairs were never done. Many of the homes went into foreclosure and sat vacant because the buyers couldn’t afford the payments.

Though most home sellers were kept in the dark about the scheme and never knew their homes sold for far more than they had asked
, federal attorneys argued that Youngheim and Loveless knew the repairs weren’t done but signed off on them anyway on closing documents.

Van Bokkelen ruled Youngheim was responsible for $215,000 of the overall loss.

Youngheim’s attorney, R. Brian Woodward, asked that his client serve probation instead of prison time and noted that Youngheim’s company restored more than 200 homes in Gary and rented them out as low-income Section 8 housing, which also put them back on the property tax rolls.

“He spent 28 years building his business,” Woodward said. “He was hands-on.”

He also noted that if both he and Loveless, who has also pleaded guilty in the case, were in prison at the same time they would not be able to maintain their rental homes and would likely have to lay off employees.

Assistant U.S. Attorney Jill Koster disputed this, however, saying that argument essentially came down to “we’re too big to fail.”

“It’s not a get-out-of-jail free card,” she said.

Youngheim apologized and said he has suffered by having banks close his accounts and end his lines of credit.

“Again, there are no excuses for the mistakes I’ve made, and I take full responsibility,” he told the judge.

Van Bokkelen said he was concerned by the crime of mortgage fraud because it harms not only lenders but also nearby homeowners whose property value and neighborhoods suffer when the homes involved in the fraud go into foreclosure and sit empty.

“It harms the entire financial integrity of this country,” he said.

Van Bokkelen also noted though most of Youngheim’s rentals are Section 8, he gets paid more by the government that way than if he rented them on the open market.

The judge said he would be open to staggering Youngheim’s sentence with Loveless’ sentence so they are not in prison at the same time, keeping one of them available to run the company. Loveless also was to have been sentenced Wednesday, but that was delayed by the length of Youngheim’s hearing.

The government argued in court records that the five homes Youngheim and Loveless sold as part of the scheme went for a total of $386,000, compared to the $53,000 that four of the homes later sold for a few years after the scheme.

Now that wouldn't happen in hammond would it? :smt004

The process to demo a derelict house is lengthy and expensive. The city has to document that the property presents a public safety hazard. Once that happens, a judge has to approve a court order to enter the home and assess how much it will cost to repair the property. If the repairs exceed 50% of the appraised value of the property, then the demo process moves forward. At every step of the process, the property owners can contest the findings or have their attorneys
ask for continuances. There are several attorneys who specialize in representing owners of derelict properties. Their names appear in the minutes for the BOPW hearings every month. They are probably friends of JCMT, which is why he will never print their names on the boards. However, other posters who actually care about Hammond may choose to publicize the names of these attorneys, who are on the same level as ambulance chasers. Frequently, once the property is put out for bid to demolish, "new" owners appear out of nowhere, claiming they just bought the house and didn't know it was on the demo list. In the meantime, people like Mary Ellen who are honest and pay their taxes have to live next to these dumps.[/b]

A walk thru memory lane, Spickles profess demo-ing a derelict house is a lengthy and expensive process.... absolutely, expensive.... no doubt....

Tom McDermott Jr has been mayor for almost 12 years, had Tom had his people doing what they were supposed to, having people upkeep their property, scrape and paint, repair the broken window, and when necessary tear down properties, when economic times were better, Hammond wouldn't look like this thread.

Shame.

NOW HOW LONG DO YOU THINK THIS BUILDING HAS BEEN IN THIS CONDITION. SPARKS WOULD HAVE YOU BELIEVE IT HAPPENED OVERNIGHT. HAD A FRIEND DRIVE ME BY IT THE OTHER DAY, IT'S FINALLY DOWN.

WHEN I ASKED THE FRIEND, WHO HAD SEEN THE ABOVE PICTURE, HOW LONG THEY THUNK THIS PROPERTY HAS BEEN LIKE THIS, THE ANSWER WAS DECADES. HOW DOES SOME ONE GET A PASS LIKE THAT?

One, no maybe two answers, friends of tom or campaign contribution or both? We're absolutely sure Code Enforcement is right on top of it, right! NO OTHER REASON WHY IT STOOD FOR A DECADE LIKE THIS. Tom can you give us an explanation? Tom?

Sorta want to know why there are 8 city garbage cans blocking assess to a back part of this lot. A couple hundred discarded tires were located for most of the summer on the lot. Hell they may still be @ the site, but eight city garbage cans blocking access.

Now I wonder if the owner is paying for garbage services for eight garbage cans? Eight lots? Or is it a commercial business, that are friends of Toms, who get discounted garbage pick up? HOW DOES A BUSIENSS GET TO HAVE 8 GARBAGE CANS ON ITS LOT emptied by the city?

NOW FOR MOST OF THE SUMMER, THE CITY FAILED TO ACT ABOUT A COUPLE OF HUNDRED TIRES ON THE LOT, PILED ON TOP OF EACH OTHER, standing water in the tires, breeding mosquitoes.. exposing neighborhood children, women and men to encephalitis, right Tom?

THIS IS THE PROBLEM WITH TOM AND HAMMOND. JR WOULD LIKE YOU TO BELIEVE HE'S ON TOP OF THINGS. SORTA LIKE POTASH TAKING $10,000,000, NO EXCUSE ME TOM GIVING POTASH $10,000,000 WITH NO STRINGS ATTACHED, ALL FOR 5 JOBS. IT APPEARS THE POTASH PROJECT IS STALLED, DEAD END, NADA, ZIPPO, NOTHIN GOING ON...

TOM WHERE ARE THE FRIGGIN 5 JOBS? NO... DON'T ANSWER THAT TOM, THEY WENT THE WAY WITH $200,000 SNAKE FEST PARKING REVENUE. MISSING!

Speaking of litigation, btw Tom, really like at how your crew is telling property owners, a specific individual is behind code enforcement doing their job, a private citizen.... ... working on getting letters Tom.

This might just be entertaining Tom.

Now Tom's been mayor for how long?

Millions spent on Legal Clinics, Mismanaged city finances, and Tom has ended programs which once helped economically disadvantaged home owners....

Hammond's $178,000,000 in Debt!

Then we have Tom's management, well spent money on projects like the picture below.... A rehab program, funded by the feds and mismanaged by your and my friend Tom. There are a couple of sources which don't imply mismanagement, they have documented the mismanagement http://www.hudoig.gov/Audit_Reports/2012-CH-1009.pdf

btw, some of tom's crew came by and took down this wonderful tribute to Tom's work. I wonder why?

It is incomprehensible given some of the problems of this city, when an individual attempts to have a roof put on their property, the city will refuse to issue a permit. Now the page above, is a document submitted to federal court as part of a case. You can read more about the experiences of a Hispanic woman in the following link: http://www.northwestindiana.com/discussionforum/viewtopic.php?f=15&t=11488

Now I wonder, if Hammond's Code Enforcement actions are more focused upon minorities? The plaintiff in the mentioned case is a Hispanic woman. It appears city officials were soliciting a bribe from her.

Although, up to this point the bribe solicitation has been unproven in court, the detail in which this plaintiff provides and consistency makes her more believable than not.

If it is true $$$ were discussed, I wonder how many of the homeowners in this thread may have had to pay $$$$ to keep their case out of court? It is a valid question.

It seems to me that the bribe you suggest was an estimate from the contractor, pretty cheap too.
