When Spiro Agnew was VP and attended a political function at the Civic Center, the same thing happened with the advance team.
They were quartered up at the old Howard Johnson's on south Indianapolis Blvd. A later high ranking official brought the young ladies up from Indianapolis under the pretense of answering the White House phones that were installed to keep Agnew in constant contact. Phones were installed at the Gary Airport, Howard Johnson', Woodmar Country Club,(reception held there) and the Civic Center. The late Senator Paul Stanish walked into the Howard Johnson's to nose around and his first words were, "what the hell are all these Indianapolis whores doing here". They had these girls answering the phones that would ring every 20 minutes and they would give the operator a code number. You figure out the rest of the story.
