So, a Hammond Deputy Fire Chief received $26,000 of overtime payments which he was not entitled to...... wasn't arrested!


And Tom's best friend Michael Opinker got to spend $32,000 on 79 dumpsters placed on the 5th district streets, one week before the 2011 election. Michael had them plastered with a yellow and black sign which looked just like his campaign sings and wasn't arrested!
