That was the question to some visitors at the campfire.....and the answer unanimously was Absolutely! 
Warming their hand on the open fire, with a steaming cup of hot chocolate in their hands, a visitor asked: Why would Tom hire an attorney in the city Controller's office with no accounting background?
Answer: Well, it is where Tom has his most exposure. Let's not forget:
the millions of hud money which couldn't be found because of pass thru accounts;
the $17,000,000 illegally deposited in a friends bank, with out insurance placing tax payer's dollars at risk;
hud suspending Hammond, because of illegal contract changes made in excess of 25% and costing a senior citizens project;
Festival of the Lake in where Millions are spent with out bidding;
When a 100,000 people attend a festival and are charged $15 a car with only $66,000 of parking revenue, where did the money go?
A firm Sr formed to administrater the city's health care program, only to have the firm return the business because some say ineptitude, other say, couldn't handle doing real work, wound up costing Hammond Tax Payers $1,600,000.
Then the story widely reported Sr benefited from the Cabela's land deal, getting $970,000, some land as a finder's fee of sorts.
Is Tom lawyer up? Sure sounds like it... .
Is he posturing in case someone may turn on him, when they, who hold all the power, put pressure on the past city controller?
Will someone be willing to make a deal and spare their mate from prison? Would you do that for the parent to your children?
Is the spouse threatening to talk if something happens to them?
And again, why an attorney, with no accounting background? Independent auditors reviewing years of accounting misdeeds, millions deposited late, city financial reports painting a better picture with fiscal accounting errors, will someone be pointing the finger towards someone who only did what they were told? Once, just once you do something illegal under their watch, you're now theirs for the rest of your life.
Is Tom taking steps to discredit someone?
As a US Attorney once said to me, You can only tolerate so much stealing.
As another visitor to the campfire said, sure does look like Tom is lawyering up.
One unique thing about hiring an attorney. They definitely can provide statutory understanding and protection. They also can loose a license for unethical behavior.
Believe there is a lot more to come and it ain't going to be nice for Tom or Hammond. Of course my opinion.
