Speaking of Leadership.... Hammond is only one of two cities in the State who are operating on a negative cash balance. Not just any negative balance, but $11.6 MILLION negative balance.

Why?

Look at Tom's campaign chest, some say there is a direct impact on its cash deposits vs contributions.
