Levee protects water treatment plant

ST. JOHN | Crews in St. John are building a permanent levee around the town's water treatment plant, one of several projects designed to help protect the town in the event of another large storm.

Floodwater has crept dangerously close to the facility that treats St. John's drinking water two years in a row. Workers had built a temporary barrier to protect the plant, but in the days after the most recent flood, Bob Pharazyn, St. John director of operations, approached the town's Utility Board and asked for funding to build a permanent levee.

The board authorized Pharazyn to spend $60,000 on the 550-foot levee, which will help block overflow from nearby West Ditch. The levee will wrap around three sides of the facility, leaving open the front of the building, off U.S. 41, which sits higher. The cost includes installation of a pump, so water can be pumped out from inside the walls of the levee when it rains, Pharazyn said.

Alsip Home and Nursery donated 4,000 cubic yards of dirt, which is leftover from a project it was working on. Clay for the levee is being compacted so it can withstand water currents.

Pharazyn said $60,000 might sound like a high amount, but some of the electronic controls and equipment within the facility are worth more than $30,000 each, and those need to be protected.

"This plant treats 100 percent of the town's drinking water," Pharazyn said. "It's our most critical infrastructure."

Construction of the levee is expected to wrap up early next week.

At least five other areas were identified as being susceptible to further flood problems.

Pharazyn also will address flooding at the Patnoe Park retention pond, the intersection of Wildwood Drive and Patterson Street, the Watts subdivision, the Prairie West Park pond and flooded backyards on Schafer Drive.

Building a levee at the water treatment plant is the top priority, Pharazyn said.

"The water treatment plant, that's mission critical," he said. "We can't risk losing that. They're all important projects, but there's not an endless revenue stream."
