Valpo commission approves annexation VALPARAISO | At a special meeting, Plan Commission members unanimously approved sending a favorable recommendation to the City Council on the annexation of 137 acres in Washington Township. The request was first presented to the city by the property's owner, Donald Vandertoll, as a plan to build 300 single-family homes. At the last city Plan Commission meeting, the design called for 400 units, including multiunit dwellings. The request is for the city to annex the property with 411 proposed dwelling units, including 301 single-family units, 30 duplex units and 80 townhouse units. City Planning Director Craig Phillips told the commission the annexation was good for the city, explaining the principal source of revenue would be through local property taxes. The total annual revenue for the city, according to the fiscal plan summary, would be $735,245.61 versus $328,802.15 in city expenses. Phillips said the city would be forced to take a look at capacity of existing city services such as garbage collection and street maintenance. He expects that the city will need to hire at least two more employees for refuse collection and one more street department employee some time within the next five years of the property's development. The City Council likely will introduce the proposal and hold a public hearing during its last meeting of the year. Also discussed was the request to establish the Eastgate Overlay District, which runs from Garfield to Sturdy roads and from LaPorte Avenue to Chicago Street. At first it was determined that because the area would be considered densely developed, it would not have to meet the requirements for storm water retention. However, city Engineering Director David Pilz and Matt Kras, the city's stormwater engineer, found that new and existing property owners would have to adhere to city standards pertaining to storm drainage, stormwater outlet and a 50/50 percentage of impervious (blacktop) and pervious (open ground) surfaces. Phillips announced that the numbers presented to the Plan Commission last week were incorrect. He said consultants on the project would have more detailed information at the next meeting on Dec. 12. The commission voted to recommend acceptance of the establishment of the district with accompanying zoning ordinance articles. |
