In today's Times Ted Bilski states, in reference to possible fiscal shortfalls resulting from funding of E-911 construction, that ""If we are short, no one is looking for a property tax increase," Bilski said. But arent property taxes capped at one percent? And hasnt the county already reached its maximum limit in bonding? Below is Bilski excerpt:

CROWN POINT | The Lake County Council has left a message with E-911 -- no new taxes.

A majority of council members voted last week to sign an agreement that puts them on the hook for finding tens of million of dollars to launch the combined police and fire communications network and then run it thereafter.

Some municipal officials expressed fears the county is taking on more than it can afford and will raise property taxes to make ends meet.

To them and taxpayers, Council President Ted Bilski, D-Hobart, made a promise.

"If we are short, no one is looking for a property tax increase," Bilski said.
