This brings us to Sen. Richard Lugar, who unlike many politicians is not a hostage to the next election. As usual, Lugar is setting himself apart by thinking about tomorrow's issues today. In this case, the Indiana Republican is pushing a proposal to increase the federal gas tax by $1 or more to reduce the number of miles Americans drive and the demand for imported oil.

Now before you panic, let me explain the other half of this proposal: Every dollar raised by the gas tax would be sent back to Americans through a cut in the payroll tax, higher Social Security checks or some other measure. Lugar insists this is a crucial selling point.

It's a smart plan. After all, there is no denying statistics that show higher gas prices lead to less driving and a reduced demand for oil imports. And, as Lugar recently wrote, "Nearly every major foreign policy challenge we face is aggravated by our continued addiction to oil."

As we talked by phone Monday, Indiana's senior senator acknowledged the controversial nature of the idea. Already, his office has fielded calls from angry voters. Most calmed down after being told the plan includes a tax decrease equal to the increase. Still, it's certain to be a tough sell on Capitol Hill.

"If you added a dollar when gas was $4 a gallon, people would say, 'my goodness, this is over the top,' " Lugar said. "At $1.71, or $2.71, it's still not very appealing."

But, he added, current gas prices provide an opening, and a new administration in Washington could provide opportunity for bold ideas. Moreover, this is not about money. At its core, the plan Lugar supports is about the environment, incentives for Detroit to invest in fuel-efficient vehicles, and national security.

"In 2008, our country spent over $430 billion (on imported oil)," Lugar said. "Unhappily, a very large amount of the money goes to . . . countries that on other occasions we find to be difficult if not dangerous."

Here's the bottom line: Gas is a bargain today. But ultimately, we'll pay heavily if we don't address our dependence on oil. Why wait until the issue returns to the front page?

This is how we get rewarded for saving gas. Remember the reason why gas is so low, demand has gone down. Now our reward for cutting our gas use is we have to pay more. I just love our politicians.

Nothing new, Lugar may have gotten the idea from American Water, which charges a minimum rate regardless of how little water a resident uses. Which gives Sanitaion District a boost in revenue since we're not paying for actual use.

In that case, I propose that only people using American Water Company get charged $1 more per gallon of gas. The money would then be collected from them and applied to their water bills.

I think Sen. Richard Lugar is suffering from being cooped up within the beltway for too long. It's a common ailment around Washington, unfortunately.

Every dollar raised by the gas tax would be sent back to Americans through a cut in the payroll tax, higher Social Security checks or some other measure. Lugar insists this is a crucial selling point.

Already a problem. Social Security in reality is actually broke! It's one thing to work on stop gap funding measures for those already receiving their entitlement to keep the checks rolling with modest increases for inflation but it has always been a huge mistake for people to expect Social Security to be their sole means of support through their retirement years. So this goal seems to feed the perpetual entitlement myth. If your concern is that some have lost the income from their other investments remember that this would be a poor method to cover that situation and even if those investments rebound fat chance on reducing the new amount of that increased social security check!!

A cut in the payroll tax? How about we cut out the personal Federal income tax entirely and REALLY put money back in the pockets of workers? Cutting spending, not further increasing the nation's debt load, will do more good than a modest cut in payroll taxes at the expense of artificially higher energy costs. Why don't we replace Personal Federal income tax with say a 5% national sales tax with exemptions for food and medicine and massive spending cuts? Let the private sector then pick up the slack from giving many bureaucrats their pink slips.

For all the talk about thinking outside the box in Washington it seems like all their ideas seem poised to just keep everyone in a box, except for those politically connected enough to legislators to be granted special exemptions from the laws the little people are forced to live by.

Put another way, the more you try to save the more we will try to take. After all, we can't let those who don't contribute to do without. Why they deserve a raise!

Would this have been a cost saving for the tax payers?

Lugar turns down Air Force One invite
My colleague Carol Lee reports that Indiana Republican Senator Dick Lugar won't accompany President Obama to his home state tomorrow, despite an invitation from the president.
Indiana's other senator, Democrat Evan Bayh, will be aboard Air Force One, along with six seven current and former members of Congress, one of whom, Brad Ellsworth, voted against the House bill.
A White House official confirmed that Lugar had been invited; a Lugar spokesman didn't respond to a question of why the senator would not be present.
Also on the trip: Rep. Fred Upton, who represents a district in Michigan along the Indiana border, who voted against the stimulus package in the House. But he also immediately issued a statement afterwards signaling he could be persuaded.

The House bill was “not the first step we should take to turn the economy around,” Upton said in the statement, while adding that he was “heartened that [Obama] will fulfill his pledge to work together in crafting a bipartisan package.”

Obama invited Upton to his Super Bowl party last weekend, and the congressman was one of a small group of guests at White House Chief of Staff Rahm Emanuel’s dinner on January 27, the night before the House passed the $819 billion stimulus bill without a single Republican vote.

Probably not.
The Democrats already have the 3 Republican traitors they need to bring their "Porkulus" spending bill to the floor of the Senate.

Luger was correct in not traveling with the Messiah to promote the socializing of America and make it appear that bin Obama has his support.

Its Black History Month, they wouldn’t make him ride in the back! So, Lugar puts perception before the common good of the country and an area that has 15% unemployment. Does he cut his own grass and shovel his own sidewalk? Why wasn't the Governor in Elkhart, a town with 15% unemplyment.

Luger put Country before Messiah.
Why should he travel with The One andd make it appear as if he supports the Chimp-in-Chief...? And why should the Governor be there for bin Obama's little photo-op and Oprah politics...?

The town of Elkhart has 15% unemployent because of DEMOCRAT policy.

Now the same people who screwed it up claim to be the ones who can fix it.
Convoluted tripe from the false Messiah.

And Luger is still INSANE for even thinking about raising taxes on ANYTHING.

ONE DOLLAR per gallon TAX?...just where do you think this money will end up? I don't care where DICK said the money would go, DO YOU HAVE ANY IDEA how much money that would be?...within minutes of anything like that passing there would be nothing but a carcass left for the American worker to feed on....f*** them...

Basically this the PEOPLE WHO DRIVE TO WORK get to pay (yet again) for those who SIT ON their f***in asses....

I don't buy it when ANY politician today says Americans will get money back....THERE IS ALWAYS AN ANGLE with these clowns...when they have their hand out you have to watch what the other one is doing...

Who was the last politician YOU yourself thought, still had an honest streak?...hell.. Lugar should be put out to pasture or put in the home or something...he's just another hack who feeds off other peoples money and really needs to go so we can get some fresh ideas...

Ya know,....I don't think any of these career politician types can even remember what it's like to have to EARN your money...

So anyways... these politicians want to help AMERICANS is that right?...well...how about giving EVERY AMERICAN $50,000 a piece?....or even 890 billion in tax cuts ....how about helping the people who actually WORK for a living in this country you mutherfukkers?...instead of giving it to your BIG BUSINESS CRONIES that supported your greedy campaign machines and take our bailout money and TURN RIGHT AROUND wave it right in our faces while they build their golf courses and buy their jets or showering it on those goddamn illegal aliens....

trust me...give to us...WE"RE THEONES PAYING FOR IT NOT GODDAMN SONOFABITCHES....that will spark stimulus....simple and easy...or just shut your goddamn mouths...we're sick of you lying pieces of worthless sh!t.

no ,...I don't for one minute believe these thieves, shysters, and con men really want to help Americans...they're after the money themselves and don't think otherwise.

Did he even think about the truck drivers and businesses that have to drive? What about the carpenter that can't take a bus to his job site? What about the independent truck driver that is just trying to make a living.

This is a TRAVESTY!
