The panel discussion brought together activists, religious leaders, law enforcement officers and area legislators to talk about a possible Expungement Summit in Northwest Indiana. Expunging the criminal records of juveniles and adults would help them find jobs and turn their lives around, said Bennie Muhammed, GCSSBM executive director.

Dorothy Brown, clerk of the Cook County (Ill.) Circuit Court, outlined how she has organized expungement summits across the state line.

"It's important for all our communities because we all have the same problem," she said.

Brown recommended that all agencies working with ex-offenders help organize and participate in an expungement summit. That includes police departments, the courts, lawyers, the public defenders office and the prison review board, Brown said.

"This helps ex-offenders to see us all working together to give them a second chance," she said.

Some offenses, however, don't qualify for expungement, including first-degree murder, sexual offense of a minor and DUI, Brown said.

Current state finances may play a part in helping ex-offenders more quickly expunge their arrest and prison records to reduce the rate of recidivism, or relapse into criminal behavior, especially among black males, said Muhammed and state Rep. Vernon G. Smith, D-Gary.

There's less money for prisons, which will encourage legislators to consider helping ex-cons find employment, Muhammed said.

"In Indiana, the rate of recidivism has gone down to 30 percent" primarily because the state's budget is in a financial crisis, Smith said. "The state is now aggressive in reducing recidivism."

Smith said he has introduced expungement legislation before, but Republican legislators killed the bill. That may change now that Indiana is in a financial crisis, he said.

"The time is now. We have the financial need because we have to cut our budget," Smith said. "We have to create a mindset of giving people another chance. They want to castrate you for life."

I guess it would be too difficult to find out why the black culture is a culture that is geared toward a life of crime? As it relates to criminal statistics.

On their way to get married, a young Catholic couple is involved in a fatal car accident.

The couple find themselves sitting outside the Pearly Gates waiting for St. Peter to process them into Heaven. While waiting, they begin to wonder: Could they possibly get married in Heaven?

When St. Peter showed up, they asked him.

St. Peter said, 'I don't know. This is the first time anyone has asked. Let me go find out,' and he leaves.

The couple sat and waited, and waited. Two months passed and the couple are still waiting. As they waited, they discussed that if they were allowed to get married in Heaven, what was the eternal aspect of it all. 'What if it doesn't work?' they wondered, 'Are we stuck together forever?'

After yet another month, St. Peter finally returns, looking somewhat bedraggled.

'Yes,' he informs the couple, 'you can get married in Heaven.'

'Great!' said the couple, 'But we were just wondering, what if things don't work out? Could we also get a divorce in Heaven?'
St. Peter, red-faced with anger, slammed his clipboard onto the ground.

'What's wrong?' asked the frightened couple.

'OH, COME ON!', St. Peter shouted, 'It took me three months to find a priest up here! Do you have any idea how long it'll take me to find a Lawyer?!'

I have no issue if they expunge minor s*** like B&E or theft on the first offense, but any after no way.

Loves the fact he doesn't require taxpayer assistance to send his kid to college, and the kid will not need to take out financial aid to pay for school either

Mike, I agree with you about expunging only a first offense - for all criminals. Why would anyone think only one type of person should get the free second chance?

I know some people that have been to prison that are now model citizens and have good jobs.

I don't have the answers if a person goes so many years without committing a crime and is gainfully employed and raising a family maybe there should be some way to erase their prior history but not murder and armed robbery , rape or kidnapping /slave trading.

The Black community is not going to erase the crime of slave trading !

This would be helpful to my son's friend. He had some trouble doing shoplifting; however, since getting married and having a son, he's kept his nose clean. Getting a better job would be great for that family!

Hey Chief, it was the black man who did the slave trading... :smt006

I would agree with the petty crime stuff being erased after say 10 years or something like that but if you did prison time or say more than 3 months jail time, it should stay as part of your record.

Well these days you can get 3 months easy if you can't afford to be bailed out before you get tried and then sentenced to time served if found guilty or offered a plea

Honestly, first offenses shouldn't go on the record as long as it is a minor crime, and not if it was a plea deal down from a felony
