First lady Michelle Obama urged states Wednesday to pass laws like one in Texas to ease job licensing requirements and adopt measures to improve employment opportunities for military spouses.

Military spouses are at a disadvantage in seeking employment when they are forced to move to other states where licenses and certificates are not transferable.

“It’s time for all of us to take action,” Obama said. “We are not asking any state to change their standards, but it’s clear this system poses unique challenges for our military families.”

Texas and 10 other states have laws that help spouses, but Obama said all states need to adopt best practices to improve employment prospects for those married to men and women serving in the Armed Services.

Licensing problems were found to be most common for nurses, teachers and child care positions requiring state certificates.
Van de Putte said that in Texas the problem of license portability is most common for women.
But she said a military dentist serving at Fort Sam Houston had a husband who waited a year before receiving a license to be a master electrician.
She said military spouses with registered nursing licenses from Virginia and Georgia also faced difficulties when moving to Texas, taking more than a year before they received authorization to work.
“It was ridiculous,” Van de Putte said.
In addition to Texas, 10 other states have license portability: Alaska, Arizona, Florida, Kentucky, Missouri, Montana, Tennessee, Utah and Washington.

The Obama administration has set a goal for all 50 states to pass their own legislation to address licensing issues for military spouses, to make it easier to transfer professional licenses and certifications from one state to another, first lady Michelle Obama told a group of service members, spouses and officials in the Pentagon auditorium today.
