You can call it a fee, but it is a new tax.

C.P. mayor proposes stormwater fee

CROWN POINT | To be proactive about flooding, Mayor David Uran will ask the City Council in September to consider a monthly stormwater fee of $6 per household and the creation of a stormwater utility.

"It's not because I want to start (so this is just the "start" and it will go up) at $6, it's because we have to," Uran said.

Uran made the announcement Monday night at a Stormwater Advisory Board meeting, where the board unanimously passed a resolution in favor of the proposed fee.

Businesses will pay a fee toward the stormwater utility that is determined by a formula, Uran said.

The meeting was packed with residents who wanted to address the board about flooding caused by the Aug. 4 storms.

Uran said the proposed fee is necessary because short- and long-term solutions to fix flooding cost millions of dollars the city doesn't have.

Uran said the proposed fee would generate about $1 million a year (slush-fund) in revenue that the city could dedicate to fixing stormwater problems. Solutions might include buying land to create more detention and retention ponds.

"There will be people who will fight this because they'll say, 'I don't flood, how will this help me?'" (most people) the mayor said. "They will see beautification to areas ... some that may (or may NOT) be blighted ... but you'll know that land was built, bought and designed (to help with flooding)."

Uran also offered a short-term fix to residents who saw water and sewage enter their homes through floor drains.

He said the city will provide a check valve, or backflow preventer, to those residents. The only cost to them would be for installation. Uran said the city would try to work with companies to get a discounted rate for installation. The devices should be available in about two weeks.

Jeff Ban, an engineer with DVG Inc., said the check valves would prevent a homeowner from using drains during rain, but the equipment will stop sewage from coming into homes.

Once the fiscal step is in place, the city will work to create a stormwater master plan (boondogle) that will lay out solutions to the problems along with dollar amounts (cover your a@$$h013), Uran said.

Residents also offered ideas about the stormwater problems. They asked the city to clear out existing ditches, talk with other communities and check the height of the pavement so it doesn't interfere with gutters.
