Public forums to clarify plans for C.P. sports complex


CROWN POINT | City officials plan to talk to residents in mid-September about upgrades to the North Street sports complex.

Mayor David Uran said the 7:30 p.m. forums are planned for Sept. 14 at Bethel Baptist Church, 10202 Broadway, and Sept. 21 at First United Methodist Church, 352 S. Main St., both in Crown Point.

The meetings are for discussion of "youth sports in Crown Point," Uran said Thursday.

Uran promised earlier this month he would host forums to answer questions about improvements planned at the North Street sports complex, where a Bo Jackson facility is to be located.

Uran at the time said he wanted to make it clear the proposed Bo Jackson Legacy Athletic Center would occupy just 15 acres of the 95-acre complex.

Uran said people were confusing the Bo Jackson facility with the sports complex.

City officials earlier this month granted initial approval to borrow as much as $2 million to cover the cost of adding playing fields and parking space, as well as better traffic control.

Hundreds of city youngsters participate in youth sports at the complex, which Uran said is outgrowing its capacity.

Plans for the $13.6 million Bo Jackson facility within the sports complex were unveiled late last year in what was described as a public-private arrangement. It calls for Bo Jackson Elite Sports to cover $3 million of the cost, and the rest of the money will come from private funds.

Crown Point planners approve two business lots in sportsplex

A two-lot subdivision in the Crown Point sports complex on North Street won approval from the city's Plan Commission this week.

The lots are intended to house sports-related businesses as part of an overall plan for improvements to the complex at 1313 E. North St. The planning board unanimously approved a secondary subdivision plat creating the the two lots.

The city has agreed to spend about $1.5 million on new playing fields, driveways and parking areas, better traffic control and improved concession stands and restrooms.

City officials also have hired a Florida consulting firm to study the feasibility of housing a Bo Jackson Elite Sports facility in the sports complex.

Wouldn't a feasibility study be done PRIOR to doing anything?

CROWN POINT | The North Street sports complex has received a $1 million donation to help cover the cost of planned improvements, Mayor David Uran said.

The money, from an anonymous donor, will allow officials to complete the first three phases of a project to build new playing fields, concession stands, restrooms and the like and to improve parking, roads and accessibility at the park, at 1300 E. North St.

The final phase, if it happens, would be the addition of a domed, year-round playing facility, Uran said.

"We want the first three phases built before we think about adding the domed facility," Uran said.

Officials last year authorized a $1.5 million bond sale to help cover the cost of improvements, which include a $675,000 playing field with all purpose turf.

The total cost of improving the sports complex is estimated at $6.3 million, according to information provided to city officials in September. That includes $1.4 million to improve drainage, with funding from a U.S. Army Corps of Engineers grant.

Some of the improvements are expected to be paid with proceeds from the pending sale of the Breyfogle property. A developer has agreed to pay $1.58 for the 51 acres in a deal not yet finalized. Former Mayor Dan Klein had intended the Brefyfogle site for a sports complex.

Uran in late 2009 unveiled plans for a $16 million Bo Jackson indoor sports dome at the North Street complex, in which Jackson's Bo Jackson Elite sports was to cover $3 million of the cost and the rest to come from private funds.

The Bo Jackson facility plans remain pending, Uran said recently. The dome, if it is built, would be paid from user fees and would not involve taxpayer money, he said.

City officials late last year approved a $15,000 contract with a Florida consulting firm to study the economic impact of a Bo Jackson facility at the park.

That study has not yet gotten under way, Uran said. A Tuesday teleconference with the consultants is planned.

CROWN POINT ­— The Redevelopment Commission Monday authorized a $25,000 disbursement to be used at the Sportsplex for façade improvements.

The disbursement, which must be approved by the Crown Point City Council at its first May meeting, will be placed in the development construction fund, according to David Nicholls, city attorney.

Nicholls asked the RDC to authorize the disbursement at the request of the mayor. The money will be paid back to the RDC with tax increment financing district funds at $5,000 a year.

“This will be used for architectural enhancements — that correspond to the overall vision and plan for the sportsplex,” Nicholls said. The money will be used solely for lot one of the complex.

Officials also signed a resolution approved by the City Council that details in what accounts the monies pertaining to the sportsplex will be located.

“It has become apparent there is some, I won’t say confusion, but a lack of direction on understanding where the funds from various sources will be deposited,” Nicholls said.

The resolution outlines that revenues from private donations, the sale of property, grants and other sources are deposited into the development construction fund account for the sportsplex.

Nicholls said the city council approved the resolution in March. At the last meeting of the RDC, officials asked for a copy of the resolution, which was presented Monday.

“This is to make sure (the RDC) understands the dollars and cents it has received and will receive,” Nicholls said.

Crown Point sportsplex plan takes shape

CROWN POINT | A site development plan for the city sports complex on North Street has won approval from the Plan Commission as the project begins to take shape.

Talk by planning board members this week focused on traffic to and from the complex at 1313 E. North St.

Officials said they'd like to see a sidewalk on the south side of North Street running the length of the sports complex to the Prairie View subdivision, as well as a third lane added to currently two-lane North Street to handle traffic jams during sporting events.

Nearly $6 million in improvements are planned for the sports complex. A proposed Bo Jackson indoor sports dome in the complex, unveiled by Mayor David Uran in late 2009, is on hold.

Construction is under way on a 6,000-square foot building to house the park's first commercial occupant, the Homann Karate Do school.

In other sports complex related business, the Redevelopment Commission on Monday signed a resolution agreeing to repay -- using tax increment financing district proceeds -- the $25,000 provided for "architectural enhancement" of the karate school site.

The $25,000 was taken out of out the Sportsplex Development/Construction Fund created last month to hold money dedicated to improving the sports complex.

Money in the fund includes the proceeds of a $1.5 million bond sale authorized by city officials last year, $1.1 million in proceeds from the recent sale of the city-owned Breyfogle property and a promised $1 million anonymous donation.

The $25,000 will be restored to the fund in $5,000 yearly increments using tax increment financing district proceeds, according to the resolution signed Monday.

How can one have a "facade improvement" without an existing facade? Just askin!
