He couldn't build a concrete plant there, so now developer Tim Heidbreder is trying for something more low-key in Millennium Park: a 15-unit strip mall.

The Plan Commission considered a request Monday night to build the strip mall where Heidbreder once tried to build a Redi-Mix plant.

Heidbreder sued the Board of Zoning Appeals last year after it denied him a permit to build the concrete plant in Millennium Park industrial complex -- Heidbreder's own development.

On Monday, the Plan Commission was receptive to Heidbreder's new plans.

"I think it's a great use. I like it," said commissioner Carol Drasga.

Heidbreder was not at the meeting. His attorney Jim Brown was there and said afterward he didn't want to comment on the pending Redi-Mix lawsuit.

"We're in business and we need to move ahead," Brown said.

The Plan Commission will consider granting the strip mall preliminary approval at the next meeting.

Heidbreder's attorney also proposed commercial/industrial offices on 5 acres at 500 N. Indiana Ave., the former location of the Lake County Greenhouse.

Commissioners did not embrace the plan, saying nearby homeowners petitioned against similar plans in the past.

"I know the area needs to be rejuvenated, but I don't know if putting in commercial offices is the way to do it," said commissioner John Marshall. "They're used to living next to a greenhouse. Roses aren't too noisy as far as I know."

In other business, the Plan Commission approved 70 new townhomes in Ellendale Farm near Lake Street and 121st Avenue and 350 residential units in Hamilton Square in the 900 block of East 113th Avenue. (Map)

The commission also heard a proposal from Captiva Development, a division of Hawk Development, to develop the southern portion of Feather Rock.

Captiva wants to create a multi-use subdivision similar to the West Clay development in Carmel, which features upscale homes and condominiums, large estate lots, professional offices and other land uses.

The Redevelopment Commission has authorized Assistant City Attorney Pat Schuster to inquire about the purchase of the Chase Bank property on the west side of the square.

Commissioner Bob Corbin said the property was targeted in the city's master plan for possible public improvements.

"We want to look at opportunities on the square," he said. "As the property becomes available it makes sense to at least look at how it would fit into the development of downtown."

The land at 115 S. Court St. is near the corner of South Court Street and U.S. 231 heading toward St. John. The city already has purchased a couple of other properties near the square, including land on the north side of the library that was turned into a parking lot and more land south of the Civic Center.

The Chase Bank property will be appraised and then Schuster said the city will consider making an offer for the property.

Mayor Dan Klein said the city has not come up with any specific plans for the land yet.

"Right now we are just looking at our options," he said.

Don't believe the hype; you know what the master plan says.

The Mayor wants to tear down the SW corner of the square so he can "straighten out 231".

If this happens, he will be DESTROYING OUR HISTORIC SQUARE.

Plus, I'd like to point out a few other facts:

If 231 is straightened out, the East, West, and North ends of the square will no longer be considered part of 231.

They will then become the cities responsibility to maintain.

This means higher city taxes.

The city will not only be responsible for the paving, striping and maintenance, but also for the snow plowing and snow clearance.

Now anyone that lives here knows, you don't just get to clear the snow from the square by running the plows around it.

All cars and trucks must be moved out of all the parking spaces.

after the plows push all the snow into the parking spaces, front end loaders and tri-axle dump trucks are brought in and the snow is hauled away and dumped else where.

That would become the city's responsibility, and the revenue would need to be raised to fund it.

Why is the Mayor so set on making the square more navigable for trucks at higher speeds?

Trucks have been getting around the square just fine for 100 years plus.

These trucks at higher speeds will be running right past our new middle school.

Also, are you aware that a vast majority of square adjacent parking is the parking lot behind the Chase bank?

The last time they posted the Lakota Plans, that parking area was gone and designated as green space.

I'm telling you kids, we have got to vote this Mayor out before he DESTROYS OUR HISTORIC SQUARE in November 2007.

Email the above article to every CP resident you know and let them KNOW what the Mayor has in store for the square if they don't vote him out next November.
